Liability horizon

    A liability horizon is when a faction forgives. It is a uniform (or act-specific) factionally defined time horizon similar to a statute of limitations in law or archive destruction rule in an audit. It is usually imposed with a liability border to define the spacetime limit over which liability can be imposed by that faction.

    The liability horizon reflects some concept of truth and trust that is agreed on by the faction. It also affects what they see as safe and fair, and changes the definition of almost all contested terms.
