Rating countries by their recycling rating

This could be one of the factors for evaluating countries in Consumer preferences:

How much of the recyclable material is Recycled and/or Reused in this country

This meter has to be ralated to the general level of infrastructure in the country. We can't expect a country without adequate water, sewage and electricity capabilities to provide recycling services.
