MediaWiki developer payment

MediaWiki developer payment has been proposed by Erik Moellerand resisted by some others.

It is not clear whether such payments are reasonable or whether they create or enhance Wikimedia corruption. It probably depends on whose "requirements" are implemented, and whether other software like MoinMoin or tikiwiki already did the same things for free. It is not reasonable to use donations "to create and manage an encyclopedia" to give sysop power structure more power over trolls, for instance, which has nothing to do with creating or managing encyclopedias, but only ensuring one group "controls".

Should Consumerium Governance Organization sanction such payments? If so, for what types of requirements, and how would they be agreed to, and how would it be clear to donors or participants that they were paying software developers?
