The specific behaviour that is disabled is offending others freely and then claiming sanction or privelege because they have offended you.  This is the sort of behaviour for which [[English Wikipedia User RK]] is infamous.  The ongoing tolerance of him is strong evidence of [[Wikimedia corruption]] and strong [[systemic bias]] in which such reprehensible people can dominate.
