Import substitution is just a sub-case of product substitution which is the generic term.
Consumerium could be very effective in an w:import substitution type of industrial strategy. If these become more popular, it could mean that Consumerium Service access at border points might become effective, and enable for instance higher tariffs being applied to goods that reduce the natural capital or social capital of the places that they come from.
