:A bad criterion.  PUt this in [[types of countries]], but, in general, only really wasteful rich countries "recycle" anything;  Poor frugal ones [[re-use]] everything instead, or don't consume it at all.
This meter has to be ralated to the general level of [[infrastructural capital|infrastructure]] in the country. We can't expect a country without adequate water, sewage and electricity capabilities to provide [[recycling]] services.
