Does the consumerium mission consist entirely of supplying information (in the form of a healthy buying signal, I presume) at the point of purchase, or does the movement aspire to capture data at this important location?

It makes more sense to refer to the Consumerium buying signal, which is basically what comes out of the Signal Wiki in final form, and to the healthy buying infrastructure that allows this signal, and other signals, to move around on it between users. To talk about a "healthy buying signal" could really be talking about just about anything. But here we mean the Consumerium signal in particular when we say that (so it's now redirected).
Capturing data at that point is useful but would require very friendly retailers to share it, at least statistically.
