A polity is a system of political expression and choices. A political party exists within a certain polity and can't be said to exist outside it, though there may be some unifying movement that coordinates multiple parties all over the world, e.g. the Greens which have very many parties.

See one-party state and two-party system for examples of common polity "choices".
