Passing the buck

Passing the buck is to evade responsibility, especially when one is in a position of authority, and trying to blame others for what goes on under your watch. A typical means of doing this is to appoint a board which is not independent, and continue to act as GodKing, while making the others take the heat for stupid decisions.
