Goals for describing Packaging are:

Amount and Material of packaging
Distinction of functional packaging and decorative packaging
Figuring out alternative packaging for delivering a similar product. (eg. tinned vs. boxed crushed tomatoes)
recyclability of packaging

Note that what is packaging in one stage of production process is the actual product in some other cases.
