APC Action Apps are GPL licensed tools for nonprofit use only. It's an attempt to build a solid instructional capital base that will be available for all such profits to use. There appears to be no common value system, e.g. no requirement that the nonprofits only be devoted to say green purposes. Presumably, a Global Warming promotion society or an arms industry lobby group could also use these same tools to do vast harm.
