Electroll reform is like electoral reform but is brought about by trolls, using such methods as driving off advocates of unfair systems and GodKings and such.
The CGO must be well enough designed that ordinary electoral changes are good enough to deal with user expectations, so trolling is not required to achieve such change. Unfortunately, in many net forums, trolling is required.
