A thing can be considered safe when:

it does not ever harm living creatures directly or indirectly beyond an agreed upon* threshold of acceptable risk.

  • often these "agreed upon" standards are set by one party and accepted by another who is usualy forced to trust the authority of regulators, along with thier own personal judgement.
