Dangerous technology

Dangerous technology could potentially be controlled by forcing it into a Green Patent License and then not letting anyone use it, but, it would then be usable by everyone in 20 years. This is at least time to get some Green Parties elected or build Greenpeace up into a sort of global enforcer, but it seems like a stopgap approach to the overall problem of nasty tech.
