While APC is an attempt to build a solid [[instructional capital]] base that will be available for all such profits to use, there appears to be no common [[value system]], e.g. no requirement that the nonprofits only be devoted to say [[green purposes]], and no protections against destructive nonprofits.  A [[Global Warming promotion society]] or an [[arms industry lobby group]] could also use these same tools to do vast harm.  Or, use a modified [[Consumerium]] to compete directly as per [[worst cases]].  So there probably are reasons why this whole project should not all be licensed under GPL like Action Apps is.
