Publish:governance

The Publish:policy is set by governance using the publish protocol: the overall process of changing the policy. This is the primary responsibility of the Consumerium Governance Organization. See also Research:governance and healthy signal infrastructure.

This should be done in accord with the way other NGOs are governed.
