Blackballing

Blackballing is a voting system, a variant of disapproval voting.

Consumerium Governance Organization may use it for some functions, like, trolls, collectively, voting to remove a sysop's power to block IP.

With enough sysops, a troll-as-voter, sysop-as-politician system may evolve.
