Distraction tactics rely on building impressions of goodwill in one area while exploiting lack of vigilance created to do damage to an opponent via another.
A simple example: moving some less-annoying talk to a user page while deleting other more-annoying talk outright at the same time as part of a lot of edits. Thanks to User:Angela for demonstrating this technique recently!
