See Metaweb:no body for now. It makes more sense to work to define this there, where there are more participants with more expertise, and then adapt that definition back here.
It's not clear who has worse no-body-expressing-opinion problems, Metaweb or Consumerium, but, whichever does, should set the standard in this regard.
