Research:governance

The Research:policy is set by governance using the research protocol: the overall process of changing the policy. This is the secondary responsibility of the Consumerium Governance Organization. It is somewhat less important than Publish:governance. See also thehealthy signal infrastructure.

This should be done in accord with the way the best large public wikis are governed, which means, not Wikipedia.
