This is a proposed Research Wiki policy. It is open to editing/comment.
The policy to permit Lowest Troll to authorize a block IP operation against trolls with no faction should look something like the proposed Wikipedia policy, but of course with no special status for GodKing/Pointy Haired Boss such as Jim Wales.
