The deep framing theory of w:George Lakoff builds on the prior conceptual metaphor theory to argue that it is the framing, only, that actually makes key decisions.

Such issues as Moral politics ("Mama state" vs. "Papa state") or New Troll point of view vs. neutral point of view are thus different ways to frame questions, which affect the outcomes. And which are very deeply embedded in socially acceptable idiom, e.g. re: power structure.
