A lobby group advocates a shift in policy for reasons that may or may not be related to its own group economic interests. We expect that Research Wiki will be infested with such groups more or less from day one, and that a Consumerium Research pilot will have to deal with this up front.
Such groups are modelled as ordinary factions within Consumerium Services so that they can easily develop joint institutional buying criteria.
