Editing Reinstall

A '''reinstall''' is the most common way to work around a [[lockout]].  It should not work.  However, an attempt to reinstall may indicate a sincere attempt to get the [[healthy signal infrastructure]] to recognize [[paid or authorized user]]s who are not being recognized for some technical reason.

So, the installer should check for current authorizations in real time as a condition of installing, rather than relying strictly on files on the disk.
